Your computer can not boot from CD-ROM but provides a floppy disk? Take a look at ubcd4win, Smart Boot Manager or Plop Boot Manager, they provide support for booting from CD-ROM via a special floppy disk.
Remastering grml has the advantage that you can edit the isolinux boot message file to say that this is a specially crafted grml, and that the result is a single .iso file which can be sent over the internet and burned to a CD-R with any CD burner software including Windows software.
